Civic Pride Urban Design Framework Supplementary Planning Document (December 2010)

Civic Pride is a project to boost the local economy of Cheltenham through an enhancement of its town centre streets and public spaces. Cheltenham Borough Council, together with Gloucestershire County Council and the South West Regional Development Agency (the Partnership), have jointly funded a consultancy study with four main parts:

  • Urban Design Strategy
  • Transport Strategy
  • Public Realm Strategy
  • Development Proposals for two sites

The study is called the Cheltenham Civic Pride Urban Design Framework, which was adopted by the council on 28 July 2008.

On 13 December 2010, following public consultation, Cheltenham Borough Council formally adopted revisions to the Civic Pride Urban Design Framework Supplementary Planning Document (SPD) and one of its Technical Appendices - The North Place and Portland Street Development Brief.

These "2010 Revisions" were made primarily in repsonse to the economic slump which led the council to question whether it could effectively deliver the original North Place and Portland Street Development Brief - the main change is to allow a greater range of uses, whilst maintaining the basic principles of design quality and a vibrant streetscene.

This involved extensive revisions to the development brief, although the main SPD was only altered in relation to specific aspects as a consequence of these revisions - the replacement of Figure 10 and changes to paragraphs 3.37 to 3.42.

The SPD summarises the whole project; its technical appendices set out the strategy in some detail and deal with specific sites and topics. All of the relevent documents are listed below:
