Grants to support businesses affected by Covid-19

Available grants

The following grants for certain hospitality and travel businesses are currently available:

1. Omicron hospitality and leisure grant (This scheme closes for applications at 12pm on 25 February 2022)

Omicron hospitality and leisure grant

On 21 December, in response to the rapid spread of the Omicron variant, the Chancellor announced additional funding to support businesses in the hospitality and leisure sectors. One off grants of up to £6,000 per premises will be available. The government have now provided guidance on what business will be eligible and how much funding each business will receive based on the rateable value of the property occupied.

Eligible businesses

This grant is available to rate paying businesses in the hospitality, leisure and accommodation sectors, such as pubs, hotels, restaurants, bars, cinemas and theatres.

To be eligible to apply, applicants must:

  • be the registered business ratepayer for the business premises with Cheltenham Borough Council on 30 December 2021
  • have been trading on 30 December 2021
  • offer in-person services within the required sectors

At least 50% of business activity must fall within the scope of the following sectors:


A businesses whose main function is offering in-person food and drink services to be consumed on the premises by the general public.


A business that provides in opportunities, experiences and facilities for:

  • culture
  • recreation
  • entertainment
  • celebratory events
  • days and nights out
  • betting and gaming

All retail businesses, coach tour operators, tour operators, and gyms and sports businesses are excluded.


  • Businesses that provide accommodation for ‘away from home’ stays for work or leisure purposes
  • Businesses that provide accommodation for short-term leisure and holiday purposes

Excluded businesses

  • Businesses that are not listed as eligible businesses
  • Businesses that are not trading and/or are not registered as the business ratepayer with  Cheltenham Borough Council on 30 December 2021
  • Businesses in administration, insolvent or has been struck off the Companies House register
  • Businesses that have exceeded the permitted subsidy allowance

COVID-19 business grant subsidy allowance

The Omicron hospitality and leisure grant is a subsidy

On Thursday 4 March 2021 new subsidy allowances were established for the COVID-19 business grants schemes, on the basis of the principles set out in Article 3.4 of the Trade and Cooperation Agreement (TCA) with the EU.

There are three subsidy allowances for business grant schemes which limit the amount of subsidy a business(economic actor) can receive. The three allowances are:

  • Small amounts of financial assistance allowance - you’re allowed up to £335,000 (subject to exchange rates) over any rolling period of 3 years)
  • COVID-19 business grant allowance you’re allowed up to £1,900,000
  • COVID-19 business grant special allowance: if you have reached your limits under the small amounts of financial assistance allowance and COVID-19 business grant allowance, you may be able to access a further allowance of funding under these scheme rules of up to £10,000,000, provided certain conditions are met.

Grants under these three allowances can be combined for a potential total allowance of up to £12,235,000 (subject to exchange rates and certain conditions being met).

How to apply for an Omicron hospitality and leisure grant

To apply for this grant you will need:

  • Your business rates account reference which can be found on your business rates bill 2021/22
  • Business trading address including postcode
  • Business email address
  • Unique identifier – ONE of the following
    • Company Reference Number (preferable)
    • VAT Registration Number
    • Self- Assessment/Partnership Number
    • National Insurance Number
    • Unique Taxpayer Reference
    • Registered Charity Number
  • Nature of Business
  • Number of employees
  • A business bank statement covering the period from 1 to 31 December 2021 (this will be the account to which the grant payment will be made).

Please note: We are required to undertake robust pre-payment verification checks for this grant, and are unable to make any payments until they are complete. Please allow 14 days after submitting your application and all of the supporting evidence, for a payment to be processed. Please do not contact us during this time. You will be notified once we are able to make a payment.

What happens next?

All applications will be validated and a decision made as to whether the business is eligible for a grant and how much is payable. Verification checks will then be undertaken. Once the checks are complete and we have received approval payment will be made by BACS to the nominated bank account.

The government will not accept deliberate manipulation and fraud and any business caught falsifying their statements or evidence to gain grant money will face prosecution and any funding issued will be subject to claw back, as may any grants paid in error.
