Theses comments are made on behalf of Newland Homed Limited (representor number 448). Newland notes the approach advocated by Historic England for this allocation recognising that the setting of the heritage asset is part of the allocated site therefore makes a significant contribution to the significance of the asset. Section 66(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 requires the Secretary of State to “have special regard to the desirability of preserving [a listed] building or its setting or any features of special architectural or historic interest which it possesses”. In light of this, any harm to designated heritage assets must be given “considerable importance and weight”. Given this Newland believes that the quantum of development in Policy HD8 is too high and should be reduced to 100 dwellings. Newland would also wish to bring the Inspector’s attention to the fact that during February 2019, CBC planning officers have contacted Newland regarding their development sites in the Borough seeking to gain updates on development progress as the ‘housing trajectory was out of date’. Given that the next monitoring year doesn’t start until April 2019, this would appear to relate to the current year. Newland therefore wishes to ensure that the Inspector is aware that CBC accepts that the trajectory on which the plan is based is not up to date.
