I've been told that the house in multiple occupation (HMO) I own is not licensable, but I am having to carry out fire safety improvements, why?

The licensing scheme for houses in multiple occupation (HMOs) allows the council to deal with fire safety, provision of basic amenties, management among other topics under one piece of legislation.

However, the licensing scheme only applies to certain types of properties.

Other properties, which do not come within the scheme, are dealt with under other parts of the Housing Act legislation.

In summary, just because a HMO falls outside the mandatory licensing scheme, does not mean the appropriate standards do not apply to it.
