JCS affordable housing partnership

The JCS affordable housing partnership (JCS AHP) is a strategic housing partnership which is currently independently chaired by ARK consultancy. The partnership focuses on the strategic allocation sites - large housing developments on the edge of our respective areas.

The partnership is made up of:

representatives from the three JCS local authorities: Cheltenham borough, Gloucester city and Tewkesbury borough
six preferred provider (housing association) partners

The partnership works together to deliver, allocate and manage affordable housing across the strategic allocation sites. Visit Gloucester, Cheltenham and Tewkesbury Joint Core Strategy website to find out more.

The JCS AHP also works closely with colleagues from Homes England to maximise the delivery of affordable homes on the JCS strategic allocation sites.

Key strategic outcomes

The key strategic outcomes of the JCS AHP are:

to maximise the delivery of new affordable housing in line with local housing needs and to ensure the unmet affordable housing needs of Cheltenham and Gloucester are supported by the Strategic Allocations Sites
to create a framework that enables new communities to become and remain cohesive and sustainable
to support the local housing authorities in reducing homelessness and preventing rough sleeping

To support affordable housing negotiations on strategic allocations, the JCS AHP has created the precedent section 106 agreement and precedent guidance note.

These documents should be read alongside relevant Local Plan and Joint Core Strategy Policies. Both documents outline the AHP’s expectations around the standard of affordable housing expected on the Strategic Allocations. Applicants are encouraged to contact the Housing Enabling Teams at the earliest opportunity to discuss how best to secure these standards.
