Council tax support scheme 2018-19

What is council tax support?

Council tax support helps people who are on a low or have no income to pay their council tax. If the person qualifies, a contribution towards council tax is paid directly to the council tax account reducing the amount that the person has to pay.

Since 2013, when council tax support replaced council tax benefit, the council has been required to set its own local scheme to determine the level of council tax support paid to working age people. Support for pensioners is paid in accordance with the prescribed scheme for pensioners, which is set by the government and is unaffected by this change.

Our current council tax support scheme

Despite the cuts in government funding, Cheltenham Borough Council’s council tax support scheme has continued to provide local people with broadly the same level of support they would have received had the council tax benefit scheme remained in place.

What is this consultation about?

Each year we have to review the local council tax support scheme so that it is place ready for 1 April 2018. We would like you to tell us what you think about the proposed 2018-19 scheme.

Proposed scheme for 2018-2019

Once again, we are not proposing to make any changes to the scheme for 2018-19. We want to provide the same level of support to local working age people for a further year as there are a number of welfare reforms being implemented over the next few months which will reduce the amount of other benefits people may receive. So far we have been able to absorb the cuts in funding. The changes we made to empty property discounts have generated additional council tax income plus there has been a reduction in the number of people requiring support.           

Tell us what you think

We want to know what you think about the proposed scheme through a consultation running from 1 November to 30 November 2017. The results of the consultation will be published later this year on the council’s website. A final decision on what scheme will be in place from 1 April 2018 will be made by the council no later than 31 January 2018.
