Restart grants eligible businesses

The main purpose of the Restart grant scheme is to support businesses that offer in-person services, where the main service and activity takes place in a fixed business rate-paying premises, in one of the relevant sectors.

Eligible and ineligible businesses in each for the sectors are listed below.

Non-essential retail

The following businesses are eligible as non-essential retail:

  • Animal groomers
  • Antiques stores
  • Auction rooms
  • Betting offices
  • Bookshops
  • Car and caravan sales, display and hiring sites
  • Car auctions
  • Car showrooms
  • Car supermarkets
  • Car washes (standalone)
  • Carpet stores
  • Charity shops
  • Clothes shops
  • Department stores
  • Electronic goods and mobile phone shops
  • Florists
  • Furniture shops
  • Gift shops
  • Homeware shops
  • Jewellers
  • Make-up Shops
  • Markets
  • Photography studios
  • Plant nurseries
  • Sale kiosks
  • Sales offices
  • Showrooms, such as kitchen, bathrooms, tile and glazing
  • Sofa shops
  • Stationery shops
  • Sweet shops
  • Tobacco and vape shops
  • Travel agents

The following businesses are not eligible as non-essential retail:

  • animal rescue centres and boarding facilities
  • building merchants,
  • petrol stations
  • vehicle repair and MOT services
  • bicycle shops
  • taxi and vehicle
  • hire businesses
  • education providers including tutoring service
  • banks, building societies and other financial providers
  • post offices
  • funeral directors
  • laundrettes and dry cleaners
  • medical practices
  • veterinary surgeries and pet shops
  • agricultural supply shops
  • garden centres
  • storage and distribution facilities
  • wholesalers
  • employment agencies and businesses
  • office buildings
  • automatic car washes and mobility support shops

Hospitality

The following businesses are eligible as hospitality:

  • Cafes
  • Food courts
  • Public houses and pub restaurants
  • Restaurants
  • Roadside restaurants
  • Wine bars

The following businesses are not eligible as hospitality:

  • food kiosks and businesses whose main service is a takeaway

Leisure

The following businesses are eligible as leisure:

  • Bingo halls
  • Bowling alleys
  • Casinos and gambling clubs
  • Cinemas
  • Museums and art galleries
  • Theatres
  • Conference centres
  • Exhibition centres including for use as banquet halls and other events
  • Wedding venues
  • Events venues
  • Public halls
  • Night clubs and discotheques
  • Hostess bars
  • Sexual entertainment venues
  • Arenas
  • Concert halls
  • Amusement arcades, including adult gaming centres
  • Animal attractions at farms
  • Soft play centres or areas
  • Indoor riding centres
  • Clubs and institutions
  • Village halls and scout huts, cadet huts and the like

The following businesses are not eligible as leisure:

  • all retail businesses
  • coach tour operators
  • tour operators

Accommodation

The following businesses are eligible as accommodation:

  • Bed and breakfasts
  • Caravan parks
  • Guest and boarding houses
  • Holiday apartments and cottages
  • Holiday homes
  • Hotels

The following businesses are not eligible as accommodation:

  • Private dwellings
  • Education accommodation
  • Residential homes
  • Care homes
  • Residential family centres

Personal care

The following businesses are eligible as personal care:

  • Beauticians, aesthetics and other non-surgical treatment
  • Dance schools and studios
  • Hairdressing and beauty salons, including barbers
  • Holistic therapy
  • Nail salons
  • Spas, saunas and steam rooms
  • Tanning salons
  • Tattoo and piercing studios

The following businesses are not eligible as personal care:

  • Businesses that only provide personal care goods, rather than services
  • Businesses used solely as training centres for staff, apprentices and others
  • Businesses providing dental services, opticians, audiology services, chiropody, chiropractors, osteopaths and other medical or health services, including services which incorporate personal care services, treatments required by those with disabilities and services relating to mental health

Gym and sports

The following businesses are eligible as gym and sports:

  • Dance schools and centres
  • Dance studios
  • Gymnasia/fitness suites
  • Cricket centres
  • Sports and leisure centres
  • Outdoor sports centres
  • Outdoor adventure centres
  • Squash courts
  • Tennis centres
  • Sports courts
  • Swimming pools
  • Shooting and archery venues
  • Driving ranges
  • Golf courses

The following businesses are not eligible as gym and sports:

  • Home gyms
  • Home exercise studios
  • Home sports courts and home sports grounds
