Councils approve release of funding for M5 Junction 10 Improvements Scheme

At a Community Infrastructure Levy (CIL) Joint Committee meeting on Monday, 13 July, councillors from Cheltenham Borough, Gloucester City and Tewkesbury Borough Councils continued their commitment to Gloucestershire County Council's M5 Junction 10 Improvements Scheme.

To date, up to £30 million of CIL funding has been allocated for the project. At the meeting, the councils reconfirmed their commitment and approved a further £2.9 million from the previously allocated funding, alongside around £18.5 million already allocated to the project. The overall project budget remains unchanged at £372 million.

Community Infrastructure Levy (CIL) funding is used to help provide the infrastructure needed to support growth, including transport, community, and environmental projects. The CIL Joint Committee oversees the joint infrastructure fund on behalf of the three councils.

The M5 Junction 10 Improvements Scheme is a strategically important project that will improve transport connectivity, support economic growth, and help unlock planned housing and employment development across Gloucestershire.

The committee also agreed to ringfence around £7.5 million for future local strategic infrastructure projects, including transport improvements, flood resilience measures, health facilities, and community open space and leisure projects.

Councillor Richard Stanley, leader of Tewkesbury Borough Council and chair of the CIL Joint Committee, said: "The M5 Junction 10 Improvements Scheme is one of the most important infrastructure projects in Gloucestershire. It will help unlock new homes, jobs, and investment, while improving transport connections for residents and businesses across the region.

“It’s encouraging to see the scheme progressing well, with partners continuing to work closely together to move it forward. The proposed funding allocation demonstrates the continued commitment of the three councils to support the scheme and the long-term growth it will enable. Importantly, it also maintains funding opportunities for local infrastructure projects that matter to our communities.”

Councillor Julian Tooke, cabinet member for business, economic development, planning and infrastructure at Gloucestershire County Council, said: "This is a fantastic example of true partnership working. Four councils have come together, in the best interests of the people of Gloucestershire, to help deliver this project and protect the security of the main funding source supporting its delivery.

“We are incredibly excited for the delivery of this scheme and the amazing benefits it will bring to Gloucestershire.”

The committee also agreed to continue reserving funds for both strategic and local infrastructure projects, while prioritising future support for the Junction 10 scheme through future CIL receipts.

Notes:

As part of the agreed funding arrangements, a proportion of the CIL contribution will be reprofiled to align with the project's delivery programme before being reallocated later in the construction phase. The funding remains fully ringfenced for the M5 Junction 10 Improvements Scheme.
