Have your say on Cheltenham's Public Spaces Protection Order

Residents, businesses, and visitors are being encouraged to share their views on a series of Public Spaces Protection Orders (PSPOs) currently being reviewed by Cheltenham Borough Council.

The consultation gives people an opportunity to comment on existing PSPOs, which help tackle issues that can reduce and diminish the quality of life in local communities. These orders are designed to address anti-social behaviour and ensure public spaces remain safe, welcoming and enjoyable for everyone.

The Public Spaces Protection (Cheltenham) Order 2023 expires in November 2026. Cheltenham Borough Council is consulting on proposals to renew the Public Spaces Protection Order for a further three years.

The following measures are included in 2023 PSPO and the authority is proposing to retain these:

No person shall refuse to stop drinking alcohol, or refuse to hand over any containers (sealed or unsealed) which are believed to contain alcohol, when required to do so by a constable or an authorised person in order to prevent public nuisance or disorder.
Various dog control measures and requirements as outlined in the existing Public Spaces Protection (Cheltenham) Order 2023.

Proposed additional measures include:

Public urination and defecation
Loitering and aggressive begging
Illegal encampments and tents

The council is keen to hear from as many people as possible before decisions are made on the future of the orders.

Councillor Jamie Jamieson, cabinet member for safety and communities, said: "Public Spaces Protection Orders are important tools that help us maintain safe and welcoming public spaces for everyone who lives in, works in, or visits Cheltenham. We want to ensure these measures remain effective, proportionate and reflect the views of our communities.

“I would encourage residents, local businesses and stakeholders to take a few minutes to review the proposals and share their opinions. Your feedback will help inform future decisions and ensure our approach continues to meet the needs of the borough."

The consultation is now open and the council is inviting all interested parties to take part.
