Golden Valley handling arrangements
The Golden Valley development, on Cheltenham's western fringe, is one of the council's key strategic allocations as set out in Policy A7 of Joint Core Strategy. The allocation, which totals 132 hectares, identifies the land for significant mixed-use development including both residential and employment uses.
Cheltenham Borough Council (CBC) is both landowner/applicant and local planning authority (LPA) in respect of much of the Golden Valley allocation.
This note sets out the practical arrangements that we have put in place to ensure a functional separation between CBC as applicant and CBC as LPA, in connection with the planning applications for the wider Golden Valley development.
Amongst other things, this note helps to ensure that there is a clear process in place for handling the relevant applications for the Golden Valley development. This will help to prevent potential conflicts of interest or undue influence, or any perception of this, and safeguards the independence and objectivity of the local planning authority's decision making.
