At Cheltenham Borough Council we have a team of tenancy management officers on hand to offer you advice and support to manage your tenancy. This support covers day to day housing enquiries, advice on your tenancy and how to report problems.

This team can help you access the other support services we offer including benefit and money advice, help to find a job and ways you can get involved in the community.

We also work closely with residents and other organisations to offer support to overcome issues including:

Anti-social behaviour (ASB)

ASB is any activity by someone living near you which causes you a genuine nuisance or problem.

We work in partnership with Gloucestershire Police, Cheltenham Borough Council and other relevant agencies across the borough.

We will take legal action to stop ASB where we need to and protect victims, residents and witnesses.

Hoarding

Hoarding is when someone keeps a large amount of items stored in their home.
It creates a massive clutter that can be hard to manage. Often hoarded items are of little value – newspapers, magazines, paper and plastic bags, and sometimes people hoard animals or food which can lead to welfare or hygiene concerns.

Hoarding is recognised as a mental health disorder and someone who hoards can show behaviour associated with Obsessive Compulsive Disorder, anxiety and depression:

  • Anxiety when trying to throw things away
  • Feeling overwhelmed or embarrassed about their possessions
  • Suspicion of other people touching items
  • Losing space in their home or becoming isolated from family and friends
  • Financial difficulties and health hazards

What type of tenancy do I have?

We have two types of tenancy agreements:

A Secure Tenancy

If you’ve been a Cheltenham Borough Council tenant for at least 12 months you are most likely to have a secure tenancy.

An Introductory Tenancy

If you’ve been a Cheltenham Borough Council tenant for under a year, you will probably still have an introductory tenancy.

Introductory tenants have fewer rights, but as long as there have been no problems during the first 12 months of your tenancy, you automatically become a secure tenant.

Can I buy my home?

Yes! as long as:

  • You have been a tenant – with us or another public sector landlord (like another council or housing association) – or lived in armed forces accommodation – for five years
  • You do not live in specialist housing (such as for elderly or disabled people)

Can I take over someone else's tenancy?

You can apply to take over someone else’s tenancy, but only if:

  • The current tenant has given us notice that they wish to leave
  • You were living at the same address as the tenant when they gave us notice
  • You still live at that address now
  • Whether we allow you to take over the tenancy or not will depend on your circumstances and the type of property it is

What happens if a tenant dies?

‘Next of Kin should contact CBC to end the tenancy and clear the property.

Can I apply to take over the tenancy?

If a tenant dies, there are some circumstances in which a tenancy can be passed on.

Provided that the tenancy hasn’t already been succeeded, the tenant’s partner can apply to take over the tenancy as long as they have lived there for at least the past 12 months. In certain circumstances a tenant’s  family members may be eligible to take on the tenancy.

Can I sublet my home or take in a lodger?

You can sublet part of your home, but not all of it, so you can take in a lodger.

Before you do this, you must contact us and get our permission in writing. We will check the circumstances before giving the go ahead (for example, making sure the person hasn’t got a history of anti-social behaviour or if it would cause overcrowding in the property).

Am I allowed to keep pets?

We allow you to keep pets so long as they:

  • Do not annoy or frighten other people
  • Are not banned by law
  • Are suitable for your home or garden

We ask that all dog owners:

  • Don’t allow their dog to annoy other people – for example by barking
  • Don’t allow their dog to destroy any part of the property
  • Clean up any mess

Got a problem with a neighbour's pet?

If a tenant breaks the above rules, they are breaking their tenancy agreement and it will be treated as anti-social behaviour (ASB). You can report ASB to us.

What is a required move?

Sometimes, we may ask you to move out of your home for a short time – or permanently – because:

  • emergency or major repairs are needed
  • improvement works are planned
  • the home is being redeveloped or demolished

Do I need home insurance?

Many people believe that the council automatically insures the contents of their home.

This is not the case. It is your responsibility to make sure you have insurance for the contents in your property.

You need insurance to protect your own belongings including:

  • Furniture
  • Carpets
  • Personal items
  • Internal decoration of your home if it is damaged by fire, flood etc.
  • Curtains

We strongly recommend that you take out home contents insurance as we cannot help you if your personal items are damaged. 

Home contents insurance with Aviva: 

We administer Aviva home contents insurance exclusively for our tenants and leaseholders.

This low cost insurance offers benefits that beat the normal high street insurers and offers: 

  • 'New for old' cover 
  • No Excess
  • No increase to premium payments if you make a claim

The cost of insurance is payable weekly. Premiums can be paid by debit card over the phone or by internet, or by direct debit.
