Overview
As part of the council’s commitment to secure net zero carbon by 2030, Cheltenham Borough Council invites offers from electric vehicle (EV) charging operators for the rights to install and operate dedicated EV charging points for the provision of a charging hub by way of a traditional ground lease at an annual rent.
Location
The car park is located adjoining the Pittville Pump Room, a grade one listed building set on the edge of Pittville Park; the largest ornamental park within Cheltenham. It is a well-regarded visitor attraction and considered to be “the jewel of Cheltenham’s Regency architecture”. Besides being open to the public, it is also available to hire exclusively for weddings, celebrations and corporate events. The surrounding area includes housing, offices, shops and leisure facilities, including numerous restaurants, bars and coffee shops.
The Pump Rooms attract over 50,000 visitors a year, whilst Cheltenham, hosting a wide range of festivals across the town including the annual Cheltenham Gold Cup, attracts some 2 million visitors a year.
The opportunity

The car park extends to c.2350m² (c.25,000ft²) and is managed as a pay and display car park. Operators are therefore invited to identify the land area and number of charging points required within the car park. The operator will be responsible for installing, funding, maintaining and managing the “hub” under a traditional 20 to 25 year ground lease at an annual rent.
The council will consider rental offers based on either a fixed annual amount, with five year reviews, or on a turnover basis, subject to a minimum amount. The lease will contain “lift and shift” provisions in the event of any future development, at the council’s expense as landowner.
Operator requirements
The council expects that the operator will ensure all suitable publicity and promotion of the “hub” and will have 24/7 customer support for all queries and assistance. The “hub” should be clearly signed in order that all users know who to contact in the event of requiring help.
