From Monday 3 February 2025, a total of £25,000 in funding will be distributed to help 125 pensioner households with their heating bills.
In recognition of the continuing financial pressures faced by many pensioners this winter, Cheltenham Borough Council has launched a Warm Homes Fund that will help up to 125 pensioner households with their energy bills.
The fund will provide a grant of £200 to eligible households on a first-come, first-served basis, and has been sourced from unutilised funds from last year’s household support allocation.
The initiative aims to provide much-needed relief to those on a fixed income, ensuring they can stay warm and comfortable during these colder months. This program is part of the council's broader commitment to supporting vulnerable community members and addressing fuel poverty.
Applications can be made online, or by completing a paper form which will be available at the Cheltenham Municipal Offices, GL50 9SA. Applications will open from Monday 3 February 2025 and will close on 31 March or until the fund is fully allocated.
Cllr Victoria Atherstone, cabinet member safety and communities said: “I am delighted that the Council has been able launch the warm home fund to help protect vulnerable pensioners this Winter. We know that many pensioner households have been affected by the loss of the Winter Fuel Payment which has been withdrawn for those not eligible for pension credit.
“The figures for Cheltenham showed that 9 out of every 10 pensioners have lost out and for some of those pensioners who get by on only modest incomes, will have to make difficult choices between heating and eating this winter.”
By easing the burden of energy costs, the Warm Homes Fund hopes to make a positive impact on the lives of pensioners, allowing them to focus on their well-being and enjoy peace of mind throughout the winter season.

Eligibility Criteria
To be eligible for the warm homes fund, you must meet the following criteria:
Age: You must be a pensioner (state pension age or above).
Income: You must not be eligible for pension credit. This means you have a weekly household income of between £219 and £400 if single or £332 and £550 if a pensioner couple.
Savings: You must not have more than £10,000 in savings and must not own any land or property other than the home you live in.
Residency: You must be liable for Council Tax within the Borough and the property must be your only home.
Energy bills: You must be paying their own heating/energy bills in the current winter season.
You will be required to provide the following evidence as part of your application
Proof of your age (such as a state-issued ID).
Proof of your bank account - evidence of bank account that any award should be paid into (this must include account holder's name and must be in the name of the applicant)
Most recent heating or energy bill or receipt for pre-payment meters
