The diggers are out and ready to start work on an exciting new development at 320 Swindon Road, located in the St Paul’s area of Cheltenham.

This significant milestone marks the beginning of the construction journey for 24 new homes which will take shape over the coming months.

Now that the site has been cleared and foundation work is set to begin, representatives from Cheltenham Borough Council (CBC) and the council’s contractor, Speller Metcalfe, came together on 18 November 2025 to officially break ground.

Kickstarting the £6.2m construction phase, the site will deliver 17 apartments and 7 houses, available through social rent and shared ownership, helping to meet local demand for affordable, high-quality homes.

As part of the council’s social value commitment, the project is providing employment for local people and continuing to support apprenticeship opportunities already in place for local students. Over the coming months, representatives from the council and Speller Metcalfe will be volunteering and donating equipment to support community projects and charities.

They will also visit local schools to inspire the next generation with insights into the construction industry and the importance of caring for our environment. The council is dedicated to giving back to the community and will continue to work closely with Speller Metcalfe to explore new ways of engaging with residents and creating a positive, lasting impact across the area.

Councillor Rowena Hay, leader of the council, said: “We’re delighted to be in a position to break ground and mark the start of this important journey to bring more affordable homes to the town. Our upcoming flagship development is a great example of the high standard we work towards in providing safe and good quality housing that people can afford to live in.

“Now that the diggers are out, we are excited to be part of this crucial milestone which is long overdue. I am looking forward to seeing the site take shape over the coming months — it’s not just about providing much-needed homes, we also want to strengthen and build safe communities where people want to live.”

Councillor Alisha Lewis, cabinet member for major development and housing delivery, said: “It’s great to be in a position where we can start construction now that the area has been cleared. This is a significant step forward in making a difference and providing more affordable housing to individuals and families who otherwise would struggle to find a home.

“Helping people save money and look after our planet is the very reason why we’ve designed these homes with high environmental performance and sustainability in mind. It’s an exciting time ahead as we look forward to seeing this area come to life with vibrant outdoor spaces, thriving wildlife and a stunning landscape for local residents to enjoy.”

Sustainability remains at the forefront of the new homes, which have been designed to include solar panels, ground source heat pumps and low-carbon construction methods. These features will provide residents with more energy-efficient, environmentally friendly homes.

Green outdoor spaces have also been included to encourage biodiversity, with areas for trees and planting, as well as features to support wildlife such as hedgehog highways and bat, bee and bird boxes.

The development, which is due to complete in 2027, has received funding support from Homes England and was procured through Westworks' procurement solutions
