Consultation on including Tennyson Road in our Public Spaces Protection Order
Cheltenham Borough Council is consulting on an amendment to our current Public Spaces Protection Order (PSPO) - the Public Spaces (Cheltenham) Order 2023.
The proposed variation to the order is to stop people from drinking alcohol in sections of Tennyson Road (as outlined). If the variation is passed, it will mean that a person in the designated area must, when directed by a police constable or authorised person:
- stop consuming alcohol
- hand over any containers (sealed or unsealed) which are believed to contain alcohol
A person who fails to comply with a requirement imposed on them by this order will be guilty of an offence. If convicted they will be liable to a fine not exceeding level 2 on the standard scale (currently £500), or a fixed penalty notice of a maximum of £100.

How to respond
The consultation is open from Wednesday 11 February 2026 for three weeks. The deadline for submissions is 4 March 2026.

What is a PSPO?
A PSPO is designed to stop individuals or groups behaving anti-socially in a public space to protect the quality of life of those in the area.
What can be included in a PSPO?
In theory any activity or behaviour that is having, or is likely to have, a negative impact on the quality of life of those in a particular area, and is, or is likely to be, persistent or ongoing can be included in a PSPO.
It's up to us to decide what we want to include in the PSPO but it must be supported by evidence.
What happens next?
After the consultation has closed, we will review the feedback received and decide what, if any, changes are to be made to the PSPO. The Director of governance, housing and communities and the cabinet member for development and safety will decide whether the amended PSPO should be adopted and when it should take effect from.
